Abercrombie, Aeropostale (my favorite), Forever 21, even Target has really cute clothes. Go to any mall, you're bound to find stores that carry really cute clothes for teens.

Urban outfitters, american apparel, forever 21 has some cute stuff as well for reasonable prices, and target also has some really cute dresses (isaac and paul &joe)
i would stay away from abercrombie/hollister.
