Most reptiles do not have vocal chords- and no snake or turtle does.
However, they can still make several noises, voluntarily and involuntarily.
Involuntary noises include hisses when they jerk their heads into the shells, which forces the air in the lungs out to make room.
Voluntary (or semi-voluntary) noises happen during battle, courtship, mating, and egg-laying.
Most turtle noises are hisses, but can include clucks, grunts, 'hoots', etc.
More oddly- they have no outer ear, but they have inner ear structures- and do not respond to noise! They respond quickly to vibrations picked up through the shell or limbs, but not noise.

Turtles do not HEAR- other than sensing vibration, so it only makes sense that they do not do much in the way of vocalizations. It does not help that they don't have vocal cords! However, they do make noises. During aggression, courtship, mating, egg-laying and similar situations, most turtles and tortoises make some sort of noise. The noises are basically a noisy breathing. They range from hisses and almost moaning, to a pig-like grunting, and even an almost chicken like 'cluck'.

They can hiss or yawn but have no vocal cords so they do not make noise like birds or cats do.

My turtle makes noises all the time. He hisses, grunts, squeaks, I've even heard what sounded like a chirp. I think it depends on the turtle for the noises they make.

My turtle used to do a bit of a grunt when he was in a predicament like falling onto his back. Other than that I never heard him make any noises.

for sure they make noise...i guess it is kind of like a whale only when they need to grunt or make that noise then they do....they kind of low pitch scream i guess.... ihave had tons of pet turtles and when the cat tries to get in the tank...well you get the picture
