Yes they can and it is 100% valid as long as you agree. i have done it and had to call them up to retract it when I was sober they were very annoyed but I just told them I was drunk and didn't have a clue what I was saying

Yes they can, but it is not likely to be too useful; the other side's attorney can easily impeach the testimony.
