this refers to hackers and also "big ppl" like gov't and music industry, can they hypothetically do it or not?

They can. Even if you think you deleted the files.

Basicly if your allowing people to get the files from your computer, you are more likley to get sued than if your downloading and not sharing those files...

So far, the RIAA has only sued users sharing more than 1,000 songs. If you are illegally downloading music, I can't promise you that there is no lawsuit in your future. Keep in mind that, despite the fact that file sharers sharing less than 1,000 songs have avoided lawsuits so far, the illegal downloading of music is still that--illegal.

You can easily be traced using your IP address, but most internet providers would not give out your name & address without a court order.

Relax. It's not worth the hassle for a casual downloader.
