I wouldn't end the sentence with a verb (be).

Effects is a result of something.

Affects is having an impact on something.

The proper wording word be EFFECTS. Effect is defined as a result or a consequence, whereas AFFECT is defined as producing an effect. To affect is to concern. To effect is to accomplish or bring about something. CAN would be the next choice since you are talking about the USE as singular. I think this is right.

"Effect" is a noun; "affect" is a verb.

"Could" is conditional and past tenses.

Use a semicolon if the second clause expounds upon the first.
