They are indeed the same person, whose real name is Merthyr Tydfil. Tydfil is a hermit who normally hides out in a small village in Wales and his/her reclusive lifestyle means that opinions on his/her true identity are based on showbiz rumours and are yet to be confirmed by Tydfil in person. One story is that Tydfil is in fact a hermaphrodite, born and raised a girl in a village so backward that his parents assumed that his moobs meant he was a girl, failing to notice his penis (understandable given its size). Another story is that Tydfil is wholly a man, but like so many young men in the 80s, went through a transvestite phase. A third story is that he is schizophrenic man, who occasionally fantasises that he is a delicate young girl, so light that he can "walk on sunshine", sadly, of course, his body somewhat defies his ability to enact this fantasy

I doubt it. The Ricky Wilson from the Kaiser Chiefs looks like he's in his early 20's. katrina and the waves were around in the mid 80's (20 years ago). So I would have to assume that no, they're not the same person.
