The proper way is:

Looking at Sunset at the Beach... I do not know why they did put in the extra "the" before the word sunset

"Looking at Sunset at the Beach", is the proper way to capitalize that title.

Sunset at the Beach...........You need to exclude 'looking at' because you're obviously looking at the beach. "Looking at" is unnecessary and unpolished.
