I don't believe anyone of any age should eat junk food, any more than they should be allowed to have an "occasional treat" of heroin or toxic nuclear waste. The stuff is poison and highly addictive. If I could ban the stuff, I would.
You can make healthy, or at least healthier, "faux junk foods" at home, such as lentil burgers with salad on wholegrain buns, grilled fish with oven-baked potato chips, Lebanese bread rolls filled with cold lean meat and tabouli with natural yoghurt, or pita bread pizzas made with pesto, grated carrot and zucchini, and a little low-fat cheese on top.

I don't think junkfood is the main cause of bad skin. I don't eat much junkfood and I still get zits completely randomly. I would reccomend an exercise plan along with occasional junk food, to balance out the calories and fat.
Don't let her go overboard about this "being in shape" thing though. Make you let her know that there is nothing attractive aobut a teenage skeleton. I actually prefer somewhat fat women.

That's a tall order. She wants to get in shape, doesn't want bad skin, but does want junk food? Tell her if she's serious about the first two, she can have all the fresh fruit she wants, or she can have dried fruit -- dried apricots, dried mangos, dried cranberries etc. make awesome snack foods, and they won't overload your system with junk.
Once in a while (and please emphasize that once in a while doesn't mean every day) she can have a SMALL amount of junk food. But truly, popcorn is better for her than french fries, and is still fun enough to eat that it can almost count as junkfood.
Now's the time for her to reinforce good eating habits, that will carry her through her teen years with a flawless complexion and without that sixteen-year old flab that so many girls seem to flaunt these days.
Take her shopping with you, and let her help pick out things she wants to eat, then read the list of ingredients with her and discuss them, so she understands why some foods are better than others, and can learn to make sensible choices all by herself.

dont totally take it away cause she will just want it more but if she is active 2-7 days she should be able to have a pop but not every day i just slowly quite drinking pop and i lost a lot of weight just taking away pop and for candy 3-7 days no more than 1 a day out of two days and just keep her active in any way

You should let her just eat a small amount if junk food every 2 weeks. If she is mostly active she could eat a small amount once a week but if she is just getting started it could be once every 2or3 weeks.

let her eat away its her body and she doesnt need it to be controlled by her mother and father, because i eat junk food all the time and i dont have bad skin at all
