You can put up flyers in stores. post offices or even better yet go to some of the local businesses and start there. You might even be able to drop some off at the local schools. Or you could even go to the people that you know have children and introduce yourself and explain to them about your certificate and your interest in babysitting

Word of mouth, though having a simple flyer of business card is helpful to give people.
Call your local schools and get the name and number of the person who heads up the PTO (parent teacher organization). Also check the papers and see if there are any parent-related groups and get the name and number of the person they list. Call these contacts and get your information to them (via email or dropping off a flyer or business card.) Pretty soon you'll be flooded with requests.
PS: Charge more for weekends and especially for major date-holidays like New Years eve.

you may want to try searching for a local online advertising magazine. Yahoo offers what is called a "freecycle" online advertisement site. It is 100% free to post there. It's worth a shot if you can't find any other way of advertising. Best of luck to you!!

Word of mouth is the best form of advertisement. You can also look in the paper for ads of mothers looking for a babysitter.

Put flyers in the laundry room of apatment complexes and just handout flyers to friends and neighbors so that they can hand them out.

post flyers or post cards in the supermarket, library, ymca, post office, police station and dont't limit your posters to your county post them in other counties and or neighborhoods that are transportation accessible.
