then can Canada impose a timeframe for Bush to stop gang fights? And what if the U.S. did not meet time requirements? Are civil wars no longer a civil matter?

Well, I understand what you are saying but Canada has no power over the US. Although Iraq is a sovereign country they depend right now on US military forces to maintain control (or chaos). That dependency allows for empowerment of US government over the Iraqi government.
