I'm assuming it is that long because of the necessary time it takes to retain information per class on a daily-basis. Consider the 45min-1hour classes and multiply it by your number of classes (7 or 8). At least, this is the way it works in high school.

In elementary, I suppose that it is just a way for working parents to keep their children occupied.

there are state requirements about how many days (and how many hours a week) students have to go to school, and that's how they accomplish it - at least, that's my best guess!
