The funniest group costume I've ever seen was a CORN FIELD. Maybe this was only so funny because I'm from the midwest and we're used to seeing so many cornfields. But when this group of about 20 people came into the gymnasium (college costume party/dance) in rows with cornstalks somehow tied around themselves (cheap costumes too!), everyone laughed hysterically. They continued in their rows out to the dance floor and danced around in their spots for a couple songs before they broke up and milled around. That was an unforgetable group costume.

You could try characters from a musical. "Cats" would be one that I would do if it were me.
Video games also would work, particularally role playing games (RPG) since they typically have TONS of characters. Final Fantasy would be a great example since there are so many Final Fantasy games with many different characters to choose from.

a whole cast of your favorite movie, dress up like the staff of your school, senior citizens (the senior class at my school did this is was so funny)

(grease comes to mind on this one)
(you know, some one can be john travolta, and the other can be the girl he likes, etc., etc.)
