Well first of all I wouldn't use word for something like that. There is this program called The Gimp that you can you use. Make sure you download the GTK enviorment first then the Gimp.

There are tutorials on how to use it then afterwards.

Create a rectangle with the thickness of the bar you want
Select the rectangle
Click on Format and select Autoformat
Click on the Fill Color Drop down menu and select Fill Effects
Select one of the four options available(Gradient, Texture, Pattern, Picture)
Select the style you want
The bar should now be created

To enter text,
create a Textbox(Insert-->textbox)
Superimpose the Textbox on to the rectangle
Click Format--Textbox
Change Fill Color to None
Change Line Color to None
Click Ok

Type in your text in the text box.
After you are done typing
Select both the Textbox and the Rectangle
Group them together
Then you are done

Drawing toolbar.

If you want the lines around text, create a textbox and then select Borders.
