It's a very difficult question to answer.
If you mean who would be best if we took each player at their peak and put them on a football field: no-one but a modern player would get a look-in. Sports training, nutrition et.c has come a long way. The stars of yesteryear would struggle against todays players.
If you mean who was the best when compared to their own time: the generally accepted answer is Pele. Another player who gets a look-in is Sir Stanley Matthews. He was very dedicated for his time, as he actually went and did fitness training (off his own back), which no-one else did back then.

Pele is the best no doubt. However, Ronaldinho will soon surpass him. He is already considered a soccer great at such a young age. He has many years of playing time left which leaves him with a great chance to surpass Pele, and be dubbed the "Best football player of all time".

Here we go again.
Based on individual skill it is Diego Maradona hands down, Pele may have scored loads of goals and won 3 world cups, but he doesn't even come close to Maradona on individual skill.
You'll find a lot of English people won't accept Maradona is the best because of the "Hand Of God" incident in 1986, which is sad really because Maradona is the best of all time, no doubt about it.

the modern game is so different to the time Pele played.
I'm going for a more modern day player and quite simply the best centre forward i have ever seen play the game.
Marco Van Basten, his early retirement was a tragedy for the sport.

there is no question that maradona was the most gifted footballer of all time, the viagra man had a great team around him, maradona won a world cup and an italian championship practically single handedly, he was an enigma because of his dramatic fall from grace, but with all his flaws he was the greatest of all time, with george best and pele getting honourable mentions
