I'm a Heating and A/C service tech, with 30 years experience and sometimes I find pans under the radiator valve to catch a slow dripping valve or fitting, and sometimes there is a pan under or sitting on top of the radiator that the customer fills with water in the winter months to get some humidity in the house . ( This is a good Idea ) If you see a lot of calcium build up in pan I would think it is the latter.
