Tulips are very beautiful and directional flowers. You would want something that doesn't take up the view and just accents the tulips. I would try something easy like mums or a nice flower that's easy to take care of and plant.

About the only thing I can plant now are bulbs,as it is toooo cold for much else.I would plant,Daffodils,Narcissus,Alluim, and fritillaria. These should be available at garden centers or supermarkets. Here is another idea, when Spring comes along ask the congregation to donate some plants from their gardens at home. Then everyone will take an interest and pride in the church's garden.

Plant some daffodils with them. In the Spring you can plant some annuals to go with them. There will be many to choose from at the nursery then.

Geraniums are easy to grow, and keep flowering, if you cut the dead flowers off. Also, marigolds are a great border; they are colorful, and spread out well. Also, because of their odor, they keep critters out of the garden as well
