You can't get on-line without some sort of connection. Either wireless or wired like DSL, cable, satellite, dial-up or even through electrical service in some cases. In either case, you'll need an ISP (Internet Service Provider). A few select cities have started free wireless Internet service. In the wireless cases, you'll need a wireless NIC (Network Interface Card) for your computer (if not already built-in) or a wireless router to catch the signal and cat 5 cable to run to your computer.

Using your wireless router or NIC to hop on someone else's network connection is easy to do, but also illegal. It also can open your system (computer) up to the owners of that network.

If you're just looking at being to get on-line for free, your best alternative is to use the public library or if you have a wireless laptop, you can go to many public places (like Starbucks) and get free connections.

There are certain softwares called Offline Browser that can download whole sites and view it later without a connection. So, what you can do is download the sites that you want to visit throught the software and copy the whole downloaded folder to a CD or a DVD. Copy the files and folders from this disk to your hard disk and you can browse the internet. That is the closest thing you can get to the internet without an internet connection.

If you have neighbors with an unsecure network (this means they do not have a password on their internet access) you can click on an icon in the bar on the bottom right side of your screen that looks like a computer, and green lines are coming out of it. A window will pop up, and there will be a list of networks. If any say unsecure, double click on it. If not, go to your nearest coffee house.
