i would say the google toolbar is the best but the most obvious is this:
step 1: go to tools
step 2: go to pop up blocker
step 3: turn on pop up blocker

the best two pop up blockers that i have found:
google (part of the toolbar)
Windows Explorer (easy to use)

go to download.com and type in pop up blocker almost all of them are good they stop the pop ups

Try using the Mozilla Firefox (http://www.mozilla.com/firefox) browser, it has a very effective built in popup blocker. And you can also add the google toolbar (http://toolbar.google.com) for maximum popup blockage ! =)

The Google Toolbar is by FAR the best.
it's blocked something like 100,000 pop-ups for me in the year i've had it. lol
