Yes. Congress controls spending. No money, no war. At present, members of congress seem to think that even though the war is unpopular, the number of US troops being lost are worth the the amount of money being spent to support the war. Much of this money goes to key contributers. It is not about what the people want, it is about who is getting the money.

Yea they can just not fund our military, but they would only do so in an extreme situation, and would have to have a super majority in congress.

They stop appropriating money to fight the war.

Yes, first they had to vote to start it and they can vote to end it.

And they can stop ok'ing the money for it
