they would be fungal gnats that would be breeding in the potting mix your plants are growing in.
to get rid of them spray Dipel(biological insecticide), neem(natural product, often effects insects while moulting) and put slices of potato on the top of the pots. The larvae will move into them and you can throw them out.

Fungal gnats are common in the greenhouse industry and are passed on to the customer, you may not see them flying around at the store but you brought home the eggs, which are layed and hatch just slightly under the top of the soil level. The flys are a pain, but the larve eat the roots of the plants,we drench with a product called Natrol, don't know if such a thing is sold to the public. To prevent the flies, after you have repoted into clean sterile soil, is to keep your soil as dry on the surface as possible. It is the damp soil that attracts these flies in the first place. In the summer they are not as prevalent, the air is warm and the soil dries out alot faster than in winter months. You can spray and kill the gnats, but trust me you have eggs too. Keep the soil dry at least an inch to two inches from the top of the soil line. Hope this helps, and Happy Growing to you!

first get new soil.
then remove all old soil to trash
rinse pots in hot water
cool for all plants and rinse root to tips. in tub is best.
repot do all the same day.
tie and toss trash.
otherwise use lots of nasty chemicals or get new plants.

If their aphids, you should get ladybugs. Ladybugs eat them... and they're really cheap.
