Yes its called the War Powers Act. If congress gets a 2/3rd's ruling, they can order the president to begin withdrawls in 30 days, and gives him 60 more days to cary out those withdrawls. There is no recourse for the president, he must comply. This affects all military conflicts, not limited to declared wars.

Congress can stop the war via the power of the purse. If no funds are authorized, the war ends. Also, I'm sure there's something in the War Powers Act that gives Congress power to stop a war.

we are already at conflict with Iraq congress gave him the spectacular lower back in 2003. The president can't declare conflict yet he can deliver troops everywhere he desires to he's the commander of the militia the only concern congress can do is decrease off investment.

Easy they just vote to cut off funding for the war. No money, no war.

yes... If the majority of congress rules to or not to go to war, i believe they can override the prez... And the prez can deploy troops to go to war w/o congress' approval. And then congress can overturn it... its a big circle... that's one more reason for the prez and congressional majority to be of the same political party...

Yes they can,but President have to sign every bill to become a law.Congress can act only with veto proof majority.
