Try getting a chapstix at Walgreens or such (the cherry-flavored, red kind). Apply once (really heavy!), wait five minutes, and then reapply. This method may sound a little strange, but it does work. :) (besides, it's good for your lips!). Now, after reapplying chapstix a few times and drying, use a few layers of lip gloss (apply, let it dry, apply, let it dry, etc). It will look fuller, for sure, and not to mention, it will look more natural than lipstick. :)
After that, highlight the edges of your lips with lipliner (not the whole thing, just the top lip and the bottom lip; avoid the corners!).

I actually don't suggest lip liner
what you can do is apply a lip balm on your lips and smudge it out a bit. the shine will make your lips appear larger. You can also use products such as DuWops Lip Venom. The spices in it increase your blood flow and actually make your lips bigger. If you don't want to go out and buy something you can just put a dot of gloss or pale lip colour in the centre of your lips.

yes there is a make called pout which is a lot of of department stores and Boots. they sell lots of different plumping lip gloss and a mask u can put on and then you can put on your normal lip gloss on top. i own a light pink pout lip gloss and my lips are always full and lovely when i wear it

use lip liner on the outer area of the lips where you want them to appear fuller also on the bottom lip lip try dabbing a lighter shade lipstick on the pouty area to draw more light to give fuller appearance. like art it's all about lighting

I haven't tried to make mine plumper for awhile, but I know Avon used to sell lipstick that seemed to help me some. I know it was probably about $5 for a tube of lipstick. But this was around 3 or 4 years ago.
