I can vaguely remember a film. It had 2 guys in it, and i think they lived in a big round water tank. They didnt have jobs, and made money by various scams, one of them being fitting loft insulation in a row of terraced houses. There was something to do with a horse betting scam in the end. Anyone have any ideas?

I have not seen it but my mate told me about a film called "Shooting Fish" which had a very clever scam about loft insulation so I would bet that is it.
