NOT a child harness. A fairly safe, around-the-neck leash and/or collar for people. If I need to get a collar or choker separately, that is OK. Can anyone help find one, like maybe on the Internet? I've been looking... nothing so far... is there maybe a special name for this?

Why not get a normal dog collar and leash? People with an out of the ordinary sense of style wear them. I've seen it.

I would check out a sex store. Most large cities have one. Then, you can go and try the collar and leash out for size.
If you put "S & M" and "store" into google, you should get a few hits.

Well You Might Be able to
do it with a normal dog collar
but not to tight.

I think I've seen a couple at a couple costume stores. Hot topic might also have some. If these don't work, you can always try ebay.

i had to buy one before cuz my friend lost a bet and i had to walk him around our local mall so we just bought a regular plain ol dog collar lol we got soem looks but it was pretty funny!

I'd say try an adult "book store". I believe I've seen those items before in the "toy" aisle in one of those stores. ;)
