foam core board..lightweight..can be painted & glued etc. construction paper, markers, colored pencils
or
lasagna noodles (not cooked) paint it black for street look

cardboard, paint, wood glue, and little army men...just cut off their guns. but u could also use index cards or playing cards to make the houses, just glues them together using little beams of *baslwood and wood glue.
* i dunno if i spelled it right but its a REALLY light wood and u can find at pretty much any craft store
