Does anyone know what the web of oppression means?

Sounds like someone's words for when people feel oppressed by a multitude of interacting factors... for example poverty, disability, age, discrimination (on grounds that are often banned, at least in policy, such as age, sex, sexual orientation, race, religion), and geographical disadvantage (I mean, e.g. maybe places where the poor live don't have services, or you can't have a car because you don't have the eyes to drive [disability] so you can't get to the supermarket so you pay more for goods [poverty]).
