Your question was a bit vague. Do you mean public speaking? If so, there are courses you can take, called Toastmasters to learn how to develop and get over the fear of public speaking.
If you mean communication skills with family members and so on , then you just need to practise. Write letters, read books and find out how you can improve your communication skills. If your question were more specific I could have helped more.
Check out books at your local library, they have everything there you can imagine.
