If you're not encouraging him in any way and he still won't leave you alone, & he even goes as far as to ask you out, just tell him you're already seeing someone. I wouldn't recommend being mean or hurtful. Not only because it's not nice, but because you never know what people will do these days...it's always best to protect yourself.

Just tell him you don't like him back. You don't have to scream and embarrass him or anything, just be gentle. But don't beat around the bush. Just say it "I'm sorry, but I don't like you." Don't leave any room for him to misinterpret you, or else he might keep asking you. If he hasn't asked you out or anything, just don't encourage him. Don't be friends, don't talk to him any more then necessary.
