There isn't much "qualifications" as far as technical knowledge and skills required for a recruitment consultant. However, my suggestion is that you start by working with a company rather than on your own.
Recruitment business is not one of the most up and up industries. It is a very cut throat type of business. You will find many people try to rail road you, hiring companies, other recruiters and even candidates. There are so many ways companies can try to get out of not paying fees, recruiters over stating truth, and candidates lie on their resumes.
It is not that companies do not get cheated or lie to but you will learn skills that help you spot a lot of pitfalls. You will also learn the various recruiting processes, acquire the knowledge of various contracts you would need, how to conduct research, market candidates, close deals etc.

You do not need that many qualifications, Basic English and Maths should suffice. The important thing is knowledge of your industry, and of how your industry works.
I spent years in the Hotel and hospitality industry before moving onto become a Hotel recruitment consultant. I have since moved even further to become a business consultant.
As of my experience, I know what qualities to look for when screening clients, and what things to look for to fit my clients wants. So a new hotel is looking for a Receptionist, so I know to look for someone well presented, polite, with good admin skills. They are looking for a chef, so I look for people who know food. I also know where to advertise different types of jobs to maximise coverage but limit costs.
There is a lot of sales, you not only have to sell your services to the client, you will be selling candidates to the future employers, a wide array of people from different backgrounds, and you have to explain why they would be suited to that company.
There are lemons of candidates out there; people who think they are good, but could not arrange a p1ss-up in a brewery, and get confused by a piece of paper with "please turn over" printed on both sides (Don't laugh, I have seen it).
It is rewarding if you want it and work hard for it, but choose a reputable recruitment agency to join.

you dont need any experience. none.
its just sales, and the art of blagging, bollocking an being friendly and making people like and want what your offering.
u dont need experience if you can convince the person to hire you then u can convince someonto buy off you and theyll let u knowin the interview if they think u suit the role
if you like calling people and chatting to new people from cold then u have the qualifications

Yes, alot is based on your personality. If you are assertive, persuasive, well dressed, ambitious, charasmatic and put work before family/socialising ... you'll probably get a job.
