try to impress on them that it's a bad idea; maybe even get the cops to talk to them (i don't know what happened with you, but sometimes if you call 911 the cops show up at your door--that would put some seriousness into it!) maybe tell them that if they call 911 they are distracting the law enforcement from folks who really need help, that kind of thing.
of course it's nice for them to know how to call 911 in a real emergency. they just need to know the difference.

My parents used to have a saying: "Do some pranking, get a spanking" so I'd probably give the kid a good, sound, old fashioned spanking, and take away their phone privileges for a few weeks.

depending on the age of the child but i would have a word with the local police to see if they would come out and have a word so the child learns the seriousness of itas it could prevent emergency help getting to someone who needs it (life threatening). children usually listen to authority. i would still have a word myself and may give them a punishment like i said it depends on the age, the punishment could be no treats for a day or take away their favourite toy. the child needs to have learnt the importance of what they have done wrong so it must be explained to the child first
