I'll tell you something, Jerelyn, the problems you are having with the phone company are similar to what I had and similar to those millions of others are having. Actually, I think anyone with a land line is or will have problems like you are having. I really understand what you are going through, because I once bought a house that only had electric and water. So I had cable and telephone put in. They charged me $175 for the line from the pole to the house. And for 9 years they charged me $7/month to rent the line I had already paid for. Then one time my house got burgled while I was on vacation and the burlars cut my phone line. When I got home, I went out and opened the service box and reconnected the 4 wires. 2 months later this service man shows up and I tell him I reconnected it myself and I am not paying for a service call. He told me that it is not my equipment and he cuts the line again and reconnects it again and the next month I get billed $56. And then, you have to consider all the goofy monthly charges and taxes such as making a long distance call after 4pm or when the temp is over 90 or a Newfoundland restoration tax. Soooooooo, finally, I got fed up and got rid of the land line and went cell phone only. I have been divorced from the phone company for 5 years now. Didn't even have any withdrawal. Monthly, I have 2000 nites/weekend minutes, 250 anytime minutes, free long distance, and my bills run $39 to $41, and that includes $4 for replacement insurance. And when I have a problem, I just take my phone into a local service office and they fix it FREE! I just thought I should share with you some info for you to consider. Hopefully it will help you with your problems and your decisions.

where i am from they have a program with all utility companies and other contractors who may have to go into the ground called "DIG SAFE". this service is free to anyone digging
.
since it is the tree cutters who made the mistake they should pay.
hold off on paying the final bill until you find out what the phone company says.

Yep, you are suppose to call the utility company---any one would do, they will send someone out to put those little flags and spray paint the ground, and mark all the phone, gas, cable, etc lines. You need to call only one utility company.....they will have all the separate companies come out to do their marking.
