There are better ideas for night mischief out there, toilet paper is an old trick, yes it is harmless but not that funny any more. Try something like hanging underwear i ntheir lawn. Put a for sale sign outside the house. Get big paper and tape the front door. WHen they open it, they see whatver you drew on it.

not sure where your from but in the texas penal code for law enforcement wrapping a house is considered criminal mischief. and that would make it illegal.
