it probably wont stick for long, take a sticker and try to stick it to it while the tile is wet,,thats whats going to happen when your tile starts to sweat on a hot day. I understand you are looking for a cheap way out, but the cheap way out is always a bad ideal.

Yes, but I'd rather renovate the ceramic tiles. If there are broken ones, try to tie in a new pattern with new ones, if no old tiles are available. If they're that bad, I'd just re-do the ceramic.

Probably not because the the wallpaper needs something to adhere to. While it would probably adhere to the tiles, I don't think it would adhere to the grout around the tiles.
Overall I think it's not a very good idea. Might look lumpy too.

yes you can but use heavy duty wallpaper glue also I would recommend using a thick vinyl wallpaper to help hide unevenness of tile/grout

if you can't get the tiles off then hire a contractor

Cold, hard surfaces tend to "sweat" durring temperature changes in your home. I wouldn't recommend it....
