Is there a flat fee, or does it depend on the number of students at the university?

It depends on the Carnegie classification of the institution.

Example: Research 1 classification, Doctoral 1 Classification, Masters 1 classification, Bachelor's 1 classification. While not necessarily directly indicative of size, these classifications are used throughout academia.
