Its called a Fly Wheel or Harmonic balancer puller it has
two or three bolts that comes with it , it threads into the top of the fly wheel at two or three points.You can get a universal one at a Auto parts store. Do not smack the crank shaft with a hammer because of the threads.Some engines have a thrust bearing that might be damaged.
Also there is a key way machined into the fly wheel an shaft that locates the wheel to the shaft for mag timing. A pack of keys are a couple of bucks.
Sometimes if the engine has hit something or has stopped abruptly the key will shear. A pack of key are a couple of bucks.

It is best to use a pully puller. Do not hit the top of the crankshaft with a hammer - you may damage the threads. Leave the fly wheel bolt in the shaft but back it off about 2 turns. Use the flywheel puller and have the center shaft of the puller push down right on top of the loosened flywheel bolt. Once you tighten down the flywheel puller it will just pop off. Then all you have to do is remove the flywheel bolt the rest of the way. B&S suggests that you replace the flywheel bolt when replacing the flywheel. Be certain to install the key on the new flywheel.

With the flywheel nut loosened all the way to the top of the threads, flush with the top of the crank post, hit the crankshaft with a good sized hammer as to "pop" the flywheel loose.

Also, make sure the magnet on the flywheel is NOT near the magneto. That will make it easier to determine weather the flywheel is popped loose or not.

The way I do this is I put a punch or screw driver under the fly wheel to keep tention and also to use the slack in the bearings to your advantage. When you hit it you want the shaft to go down and thats why uou want the tention. One medium strike with a 2.5 small sledge shound do it..

ditto what he said pully puller... is ONLY way to not damage it
