Where do you get the ideas for these Questions?What countries you talking about. I know Iraq use to do that under Saddam but not for over all population control only Kurd control.The Islamic terrorist are doing a good job among their own people with all the killing they are doing to their own people These are the only people I know of who are using war to control the population.

No one knows for sure, but a lot of conspiracy theorists will say they so, while they're opponents won't address the evidence presented and simply attack them as being nuts. That will be the majority answer. Meanwhile, the rest of us might develop an ulcer over it.
