As a book editor, I can tell you that each publisher has its own guidelines for submission, which you can usually find on their site. My employer doesn't specify a certain font or font size, and I doubt that many do. Just play it safe and use Times New Roman 12 and double-space it, as most people here have suggested. I would not use Arial or anything sans serif like that. Whatever you do, please do not use Comic Sans MS. I would never, ever accept (or even read!) a manuscript submitted in that typeface.

Every publisher has guidelines for manuscript submissions.
The publisher's website will point to the details.
Every set of guidelines I have seen prefers a serif font over a non-serif font, "Times Roman" would be a better choice than Arial.

There is generally no set font nor font size; Times New Roman or Arial (my personal favorite) are probably advisable (don't use cute or hard to read fonts such as Comix). The emphasis here is on readability, so I would use a font size of about 14. If you think someplace might be picky, contact them for their standards first.
