This man claims to know the only certainty in nature, or at least, is good at ruling out what is uncertain in nature. Who is he?

"The highest law of nature is the law of uncertainty, which states that the only certainty is uncertainty. Uncertaintyism is the philosophical belief that states that uncertainty is the only certainty. Therefore, anything is really possible in nature. The search for absolute certainty in nature is a fruitless search, because the only certainty is uncertainty, according to the law of uncertainty. Even God obeys the law of uncertainty, because God can wake up tomorrow and discover that his or her powers are gone. Science and philosophy are searching for the absolute truth, but the absolute truth is the law of uncertainty, which states that the only certainty is uncertainty.
