There are 12 other public universities in Michigan besides University of Michigan (and its three campuses). As such, they all offer Michigan students in-state tuition rates. Find the list here:

From what i know, you have to be a resident for 2 years not to get out of state tuition, but there are all types of scholarships out there. i would try www.scholarships.com or freecollegescholarships.net.
