At it's closest to the earth light takes about 3.5 minutes to get there, but when it is across the solar system, on the other side of the sun, it takes about 21 minutes. By rocket (if the rocket is meant to go just to Mars) it takes 260 days, more or less, if the rocket has to go the most efficient route. Rockets meant for the outer planets get there much more quickly because they have to start out with higher velocity and a different orbital path. The most efficient way to get to a planet (without the use of gravitational slingshot maneuvers) is an orbit that is tangential to (parallel with, when it gets there, that is) the planet, and that orbit is called a Hohhman Transfer Orbit (I may have spelled that wrong...if so, sorry).

Of what? Speed of light? Speed of a rocket?

It also depends on how far Mars is from Earth -- it can vary from like 50 million miles to 200 million miles depending on the two planets' orbits.
