Paint, gimp, or another image editing program.
Open the image in the program (or open the program and use it to find the image)
Find the resize option (on Paint it's under Image > Stretch/Skew)
Some will have a % some will have specific numbers. Make sure they're the same proportions as the original.
There are sites that do this automatically, and you also might want to look at Photobucket - it'll resize it down to a manageable size AND give you a small image to use as the link to the bigger one.

You need a program like Photoshop. I'm sure there are lots of others that can do the same things I'm about to list...
Decrease the resolution to 72 dpi
Make sure the color mode is RGB
Decrease the image size of the photo, say from 4 X 6 to 2 X 3...
Make sure it's a flattened image (in Photoshop, you can work in layers and that always increases size)
Oh yeah and the file format too like jpg or gif

it depends. if u mean downsize the file size- you need to archive the file or put it into a ZIP form. if you want to downsize the size of the picture then use a program like adobe. if its in html then u can specify the size by using the size tag

You need to have a photo editor software and most likely your camera came with one. You look for the option "re-size" either under the Tools drop down menu or under View menu. Change the size to either 800x600 or 640x480. Good luck.

if there massive use adobe photo shop and save them in jpeg format it will ask you if you wnat to optimize them (cut down file size) this is how i do mine works a treat !!
