The answer is "NONE OF THEM"

The Constitution reserves to Congress the exclusive power and responsibility to coin and regulate money. But in 1916?, Congress passed an amendment and voted to delegate that authority to a private corporation deceptively called The Federal Reserve. It is comprised and run by a list of men (whose identity is secret and protected as such), mostly foreigners, who were the real money powers of the time (and who essentially remain so even today).

Ever since then, The Federal Reserve has had the exclusive right in America to loan money to U.S. banks at interest which then turn around and loan the same money into circulation.

The Federal Reserve is not a branch nor even an agency of the U.S. government.

Legislative Branch

The legislative branch has final authority. It still has authority for coinage in the US, and it has "passed on" some authority to the Federal Reserve to regulate money supply, authority that it can take away if it wishes.

While the legislative branch authorizes production of money, it is the executive branch that carries it out.

Central Banking System of the US, it's decisions do not have to be ratified by the Executive or Legislative branches.
The bank is an independent agency of the US government controlled by the Board of Governors(you can get there names by looking up The Federal Reserve)
