It's basically just giving your word, and going back on it. The punishment, if you're discovered, is losing someone's trust who believed in you before, and living with the knowledge that you betrayed them. And if not, the possibility of it's being a little more difficult for you to believe in someone else's word, each time you know you've broken your own. Either way, the only punishment comes from yourself - which is actually worse, since it's harder to get away from or be forgiven for, since we're hardest on ourselves.
