a general election..or a primary election? & why?

Most people who don't vote do not vote because they feel that "it doesn't change anything". Ranked voting, instant run-off, weighted voting, all would give more power to the individual voter to make more of an impact than they do now.

A general election. In a primary you have to be a Dem. or a Rep. so independents do not participate.
