The egg can only has a 24-48hr time period to be fertilized, these are the two days or so right before ovulation when the egg is realized and starts to travel down the fallopian tube.
So it is the 2 days before your ovulation day that you are most fertile.
You ovulate two weeks before you get your period ( roughly) so if you have a 28 day cycle it would be on day 14 after your period, if you have a35 day cycle it would be on day 21 ( all rough estimates)
There are other ways to know when you ovulte ( like cervical fluid and basal body Temperature)

What that other person said is true, but if you don't want to take your temperature every day you can estimate that it is right in the middle of your cycle, so if you have 28 days from the start of your period to the start of the next then yes, its 14 days. If you have a 30 day cycle it's 15 days, etc etc.

You will increase your chances of conception greatly if you can pinpoint ovulation:
The only way for you to know if you are ovulating is to take your basal body temp each morn, same time and before you get up. You should see a pattern in temps that leads up to and after ovulation. You can get the basal thermometer at Wal-Mart for about 8 dollars. I use a wonderful FREE website called Fertilityfriend.com...it graphs your temps for you, keeps track of your fertility signs, tells you when you ovulate and also tells you if there is an implantation dip in your temps. You can also use Ovulation prediction kits, but they only measure your LH surge and give you a ball park time for ovulation...they do not pin point it. Oh, and it is possible to be ovulating while you do not have your period, just like it is possible to have a period and not ovulate.

14 days BEFORE you next period is suppose to come, so that depends on how long your cycle normally is!!
