wear it with a white or black long sleeved shirt and a pair of light colored jeans with ripped holes jeans and converse shoes the vest sounds cool

wear a red tight long or short leeve shirt with a jean skirt. Top it off with tight black leggings and either red pumps or black converse sneakers- if you don't want to wear jean on jean wear a black mini skirt instead with fishnet pantyhose instead of leggings.

Wear plain and dull colored clothes so the vest stands out.
