Gary Sinese is a method actor. He had both legs removed for the roll. The same way Robert DeNiro gained weight for Raging Bull.

No. He has legs. In the bit where Lieutenant Dan's wheelchair takes him down the ramp backwards super-fast just after talking to Forrest, you can clearly see that as he zooms past the camera, he has legs.

No. They were taken out with CGI. U will see Gary Sinise (who played Lt Dan) walking around on the set of CSI New York.
