Before Christianity came to the Celtic lands of what is now Germany, Spain, France, and the British Isles, it was a pagan holiday called Samhain. No human sacrifice, just a sort of holiday were the spirits of the dead walked around. People would dress up so the spirits couldn't tell the difference between the living and the dead.
When Christianity came along it was outlawed, but people still celebrated.

Halloween is a Christian holiday. It's original name was All Hallows Eve, or Hallow E'en. Hallowed means holy, and is used to refer to Saints. Halloween is the night before All Saints' Day. There is a belief among some that at this time of year, the curtain between life and death is thin, and souls can walk the earth then, instead of being restricted to the afterlife. Some followers of Satanism (a negative response to Christianity) perform attrocities on this night. Really, there is no real belief that requires sacrifices on that night. It's all stories designed to scare children, and foolish people acting on those stories.
