It is french and is normally written Closhard. It means vagrant or bum.

Either it's very obscure, or it's misspelled.

And I agree with the colleague above, the only thing I can think of that's like it is the French "clochard", meaning a homeless beggar.

Maybe "kosher" - permitted food for jewish people.
