There are many times when Ice chips are given to patients, for many different reasons.
After Surgery: During surgery (depending on the location) the stomach and intestines can temporarily stop working. Eating or drinking would result in vomiting. When the nurses or doctors hear bowel sounds things are starting to wake up. Ice chips are given first to make sure you can tolerate having something on your stomach.
Illnesses: depends on the illness. Most of the time it is ssomething like the above or the below.
Labor: there is the chance of vomiting during labor, but more often the reason is the chance of emergency surgery (cesearian). Any time there is the chance of surgery the intake of food or fluids will be restricted so the patient will not vomit while under anesthesia. This could result in aspiration and death.

It's a way to get a little bit of hydration into you without filling up your stomach too fast.
With regards to labor, if you eat or drink, you're quite likely to throw it up later. I ate an Italian sub 3 hours before delivering my first child, and the whole thing came up. Yuck.

Ice chips give you instant relief for thirst and won't cause you to be sick as it is in small amounts.
If you were to drink water then you are more likely to be sick.

Because when you are in labor with all the force that you are excreting that will make you sick and feel that you are going to throw up. This way if you feel like you need to through up, there wll be nothing in your stomach for you to through up.
